As per Article 28 of the regulations, actors are not allowed to deceive the audience with lip-syncing, and performance organizers must not arrange for lip-syncing. Providing conditions for lip-syncing is also strictly forbidden. Organizers are required to assign personnel to supervise the performance and prevent lip-syncing.

Additionally, Article 47 of the regulations stipulates that units or individuals involved in deceiving the audience with lip-syncing will face public condemnation, with details disclosed by cultural authorities. Repeat offenders may have their performance licenses or business licenses revoked. Performances found guilty of lip-syncing may be fined between $5,000 and $100,000, while individual actors may face license revocation and fines ranging from $5,000 to $10,000.

If there is substantial evidence, consumers can file a lawsuit, asserting a breach of contract by the lip-syncing party, demanding ticket refunds, and seeking compensation.
